ROLE PURPOSE:  

The MEAL Officer II will be responsible for assisting the MEAL Manager in establishing and managing a robust Monitoring, Evaluation, Accountability, and Learning (MEAL) system for the Project in their location. Core duties for the position include designing and implementing a MEAL system in accordance with FAROF’s standards.

The position holder will support evaluations/assessments, monitor program progress and quality, document lessons learnt and contribute to periodic monitoring and reporting. Ensuring gender-sensitive, inclusive and participatory MEAL processes.

KEY AREAS OF ACCOUNTABILITY:

Monitoring and Evaluation

  • Support in developing robust MEAL plans, systems, processes and tools for the project in line with FAROF and donor requirements.
  • Assist in data collection efforts for the project, ensuring accuracy and timeliness.
  • Conduct in-depth data analysis to derive actionable insights and recommendations.
  • To enhance project performance, assist the MEAL Manager to execute quarterly monitoring, evaluation, and accountability activities, including quality benchmarks, data quality assessments, and/or data quality assessments.
  • Document data collection and analysis findings, contributing to comprehensive and informative reports.

Accountability

  • Support in ensuring the project is implementing the 3 pillars of Accountability – Information sharing, participation and feedback & reporting and providing relevant documentation.
  • Assist in establishing robust accountability mechanisms, ensuring the voices of project participants are considered in project adaptation/design and implementation.

Knowledge Management & Learning

  • Actively engage in program learning initiatives, facilitating discussions and knowledge-sharing sessions among project teams.
  • Provide insights and recommendations for continuous improvement in ECCD project design and implementation.
  • Ensure project MEAL documents are adequately stored in FAROF’s Resource Centre.
  • Support in the development of case studies and success stories for the project

Safeguarding

  • Ensure risk assessments are done before any data collection that involves women and children.

General

  • Comply with FAROF’s policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Undertake any other tasks within the MEAL function as the MEAL manager requires, adapting to project needs and challenges.

QUALIFICATIONS 

  • Minimum of BSc/HND or equivalent qualification in, Economics, Statistics, Development Planning, Social Work or Demography, Computer Science, or any related courses.

EXPERIENCE AND SKILLS

  • At least 3 years of experience working in MEAL for Humanitarian/developmental organizations.
  • Experience in implementing Education programs in humanitarian contexts program is an added advantage.
  • Experience in the use of analytical and visualization tools/software
  • Very good communication and interpersonal skills, including ability to communicate technical issues effectively and persuasively.
  • Excellent English communication skills, both written and verbal.
  • Good Knowledge of local area and local language.
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches and children’s participation.
  • Proficiency in MS Office applications, Skills in Word, Excel, Power Point, spread sheets and other Statistical software e.g. SPSS, STATA and QGIS, Power Bi, and design of MEAL tools including ITT, MEAL plan, RF.

Job Title: Account Officer II (Preferably Female)
Job Type: Full Time
Qualification: Bachelor’s degree (Accounting, Finance and Business Management), MA Experience: 3 years
Location: Kaduna State

Salary range: ₦150, 000-₦300, 000

 

The Account Officer II will assist in the development and implementation of the financial management system for the project. The officer will support the effective and efficient planning and control cycle, design and maintain the financial and administrative workflows and implement internal control procedures. The officer will implement and maintain relevant IT applications, and will keep accurate, complete, and up-to-date office records for FAROF.

Duties and Responsibilities  

  • Check and assign codes to all financial documents.
  • Enter all financial documents into the accounting system.
  • Ensure that all project incurred expenses are timely paid, documented and filed.
  • Implement annual audit process and related activities.
  • Maintain an inventory list of all FAROF’s Assets
  • Maintain the petty cash accounts.

Develop and maintains an effective professional relationship with FAROF’s local banking institutions.

Ensure adherence to all major financial rules and regulations which are described in the FAROF Finance Manual and other appropriate policies. Perform other additional duties as assigned.

Qualifications  

Education:

  • Bachelor’s degree/HND (Accounting, Finance and or Business Management)
  • Master’s degree will be an added advantage.

Knowledge/experience: 

  • 3 – 4 years of experience in finance management, accounting and working in a project setting
  • Demonstrable experience with accounting and financial reporting in donor funded projects.
  • Knowledge of relevant accounting software systems
  • Excellent Excel skills
  • Proficiency in the use of computer application (Microsoft office etc.)
  • Excellent written and verbal English language skills
  • Must be self-starter with the ability to work in a team, dynamic, solid, and open.
  • Must be flexible with absolute integrity, organizational awareness and understanding of cultural differences.

Job Summary: The Projects Officer will be responsible for planning, executing, and monitoring various projects within the NGO. This role involves coordinating project activities, managing resources, ensuring compliance with donor requirements, and achieving project goals and objectives. The Projects Officer will work closely with the Program Manager and other team members to ensure the successful implementation of projects.

Key Responsibilities:

  1. Project Planning and Coordination:
    • Develop detailed project plans, including timelines, budgets, and resource allocation.
    • Coordinate project activities and ensure alignment with the NGO’s goals and objectives.
    • Liaise with stakeholders, including donors, partners, and community members, to ensure effective project implementation.
  2. Project Implementation:
    • Oversee the day-to-day execution of project activities.
    • Ensure projects are implemented according to approved plans and within budget.
    • Manage project resources, including personnel, equipment, and materials.
  3. Monitoring and Evaluation:
    • Develop and implement monitoring and evaluation (M&E) frameworks to assess project progress and impact.
    • Collect and analyze data to measure project outcomes and identify areas for improvement.
    • Prepare regular progress reports for internal and external stakeholders.
  4. Financial Management:
    • Assist in the preparation of project budgets and financial reports.
    • Monitor project expenditures and ensure compliance with donor requirements and organizational policies.
    • Work with the finance team to ensure accurate and timely financial reporting.
  5. Documentation and Reporting:
    • Maintain comprehensive project documentation, including plans, reports, and correspondence.
    • Prepare detailed and accurate project reports for donors and other stakeholders.
    • Ensure all project documents are properly filed and accessible for audit purposes.
  6. Community Engagement:
    • Engage with community members and local stakeholders to ensure their involvement and support for projects.
    • Conduct community needs assessments to inform project design and implementation.
    • Facilitate community meetings and focus groups to gather feedback and ensure community-driven development.
  7. Capacity Building:
    • Provide training and support to project staff and community volunteers.
    • Develop and deliver capacity-building initiatives to enhance the skills and knowledge of project beneficiaries.
    • Identify and address training needs within the project team.
  8. Compliance and Risk Management:
    • Ensure projects comply with all relevant laws, regulations, and organizational policies.
    • Identify and mitigate project risks to ensure successful outcomes.
    • Maintain up-to-date knowledge of best practices in project management and apply them to improve project performance.

Qualifications:

  • Minimum qualification is HND/BSc
  • Bachelor’s degree in Project Management, Development Studies, Social Sciences, or a related field. A master’s degree or project management certification (e.g., PMP, PRINCE2) is a plus.
  • Minimum of 3-5 years of experience in project management within the NGO sector.
  • Strong knowledge of project management principles, tools, and techniques.
  • Excellent organizational and time-management skills.
  • Strong communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • Proficiency in Microsoft Office Suite and project management software.
  • Experience with monitoring and evaluation (M&E) frameworks and tools.
