  1. ABOUT FAROF

Freehearts Africa Reach Out Foundation (FAROF) is implementing the Tadamon Food Security Accelerator Programme, funded by the United Nations Development Programme (UNDP).

As part of the programme, FAROF seeks to procure high-quality Vitamin A-rich complementary food for the nutritional support of 400 malnourished children aged 6–59 months residing in selected communities in Kaduna State.

Qualified food manufacturers, processors, social enterprises, cooperatives, and agro-food enterprises are hereby invited to submit quotations for 4800 piece of 250g pack size of vitamin A rich nutritious food.

  1. OBJECTIVE

The objective of this procurement is to identify and contract a qualified supplier capable of producing and delivering safe, nutritious, high-quality complementary food that meets the nutritional requirements of malnourished children while complying with Nigerian food safety standards.

  1. SCOPE OF SUPPLY

The successful supplier shall:

  • Produce and supply Vitamin A-rich complementary food.
  • Package the food appropriately for household distribution.
  • Deliver the approved quantity to FAROF’s designated distribution point.
  • Provide batch information and product traceability.
  • Support FAROF during product inspection and quality verification.
  1. REQUIRED NUTRITIONAL SPECIFICATIONS

Rather than prescribing a particular brand or formulation, suppliers shall propose a nutritious complementary food that meets the following minimum requirements.

The proposed product should:

Target Beneficiaries

  • Children aged 6–59 months suffering from or at risk of malnutrition.

Nutritional Profile

The food should:

  • Provide approximately 400–500 kcal per recommended daily ration (or provide justification where a different ration is proposed).
  • Contain Vitamin A at levels appropriate for complementary feeding in accordance with national nutrition guidelines.
  • Include protein-rich ingredients, such as soybean, groundnut, legumes, milk powder, or other approved protein sources.
  • Provide balanced carbohydrates, proteins, and healthy fats suitable for child growth.
  • Be easy to prepare and culturally acceptable.
  • Be suitable for complementary feeding.

Product Quality Requirements

The product must:

  • Be manufactured under hygienic conditions.
  • Comply with NAFDAC regulations and relevant Nigerian food standards.
  • Be free from contaminants.
  • Have a minimum shelf life of six (6) months from the date of delivery.
  • Be packaged in sealed food-grade packaging.

Each package shall clearly display:

  • Product name
  • Ingredients
  • Nutritional composition
  • Batch number
  • Manufacturing date
  • Expiry date
  • Storage instructions
  • Manufacturer’s details
  1. ELIGIBILITY REQUIREMENTS

Interested suppliers must meet the following minimum requirements:

  • Registered Company, Cooperative, Social Enterprise, or Food Processing Enterprise.
  • Demonstrated experience in producing or supplying nutritious foods.
  • Capacity to produce and deliver within the required timeline.
  • Compliance with applicable food safety regulations.
  1. DOCUMENTS REQUIRED FOR SUBMISSION

Interested applicants shall submit the following:

Technical Documents

  • Company Profile.
  • Certificate of Incorporation (CAC).
  • Valid Tax Identification Number (TIN).
  • NAFDAC Registration Certificate (where applicable).
  • Food Safety or Quality Certifications (where available).
  • Description of the proposed nutritious food.
  • Detailed nutritional composition/analysis.
  • List of ingredients.
  • Product specification sheet.
  • Shelf-life information.
  • Packaging specifications.
  • Production capacity.
  • Proposed delivery schedule.
  • Evidence of previous experience supplying similar products (Purchase Orders, Contracts, Completion Certificates, or Reference Letters).
  • At least two client references.

Financial Documents

  • Signed Financial Quotation.
  • Unit price.
  • Total quotation.
  • Delivery cost (if applicable).
  • Validity period of quotation (minimum 30 days).

Administrative Documents

  • Bank Account Details.
  • Contact details of authorized representative.
  • Signed Declaration confirming the authenticity of submitted information.
  1. EVALUATION CRITERIA

Applications shall be evaluated using the following criteria:

Only substantially responsive quotations will proceed to financial evaluation.

  1. DELIVERY REQUIREMENTS

The successful supplier shall deliver all approved products within 10 working days after issuance of the Purchase Order.

Kaduna State, Nigeria.

  1. PAYMENT TERMS

Payment shall be made only after:

  • Successful delivery,
  • Inspection and acceptance by FAROF,
  • Submission of a valid invoice,
  • Goods Received Note (GRN),
  • Delivery Note,
  • Other supporting documentation required by FAROF.

No advance payment shall be made unless expressly approved under the terms of the contract.

  • FAROF reserves the right to accept or reject any quotation without assigning any reason.
  • FAROF is not bound to award the contract to the lowest-priced quotation but will consider overall value for money, quality, compliance, and capacity.
  • FAROF may request additional clarification or documentation during the evaluation process.
  • Submission of a quotation does not constitute a commitment by FAROF to award a contract.
  • The successful supplier shall comply with FAROF’s safeguarding, anti-fraud, conflict of interest, and ethical procurement policies.
